NEW Early Voting Site: Ward Farm Park (North County)

If you wish to vote early this year, please remember that there is a NEW location in the northern party of the county:

Ward Farm Park Voting Center

This replaces the early vote center at Fairview Library; however, there will still be a secure mail-in ballot drop box behind Fairview Library.

Here is a map showing the location of this vote center. The building is shown as a blue rectangle on the map. Located in Ward Farm Park, it is at the back of the parking lot furthest from Ward Road.

There are also early voting centers at the Community Resource Building in Prince Frederick and Southern Community Center in Lusby. Calvert voters may use any of these sites during early voting.

Maryland caregiver survey open till December 31

"Dear Caregiver:

As the “Voice of the Caregiver” the Maryland Commission on Caregiving wants to know more about the experiences of family caregivers in the state and we need your help!

Family caregivers are people who assist adults aged 18 or older with disabilities, illnesses, diseases, or limitations that make it hard for them to take care of themselves. Caregivers help with things like personal care, household chores, managing money, arranging services from others, or regularly visiting to check on how they are doing.

We have developed a 15-minute online and anonymous survey that asks questions about the person being cared for and the caregiver’s knowledge of available programs and priorities for supports and services. If you care for someone, we would appreciate it if you could take the time to complete the survey through the link below. If you aren’t a caregiver but know other caregivers, please consider forwarding this email to them so we can obtain as many responses as possible.

If you complete the survey, you will have the chance to enter a raffle where 50 people will be randomly chosen to get a $20 e-gift card.

Results from the survey will be shared publicly with special attention to legislators and the Departments of Human Services, Disabilities, Aging, and Health to improve policies and programs for MD caregivers just like you! The survey will remain open until December 31, 2023.

Sheriff Cox updates from our November meeting

At the November 7 meeting, Sheriff Ricky Cox and Major David Canning provided updates on numerous issues.

Here are a few notes from topics reviewed during our discussion:

to date, drug overdoses total 100;

the ages of fentanyl overdoses changed from 20-30 year-olds to 37-45 year-olds (likely due to an increase in fentanyl-laced drugs and easy access);

the DARE curriculum is being used in a few private schools;

the Sheriff's Department created a tentative curriculum to address youth drug use within CCPS requirements for the 2023-2024 school year;

8 Student Response Officers are needed to fully staff the public schools;

the Sheriff's Office increased traffic stops to reduce dangerous driving;

and by the end of next summer, traffic lights will be synchronized from Prince Frederick to Dunkirk to provide control.

Just recently, CCPS reached out with an email, expressing their search for dedicated individuals to join the school system's Family Life and Library Reconsideration Committees.

Furthermore, the Calvert County School Board is actively welcoming applicants to participate in the Citizen Advisory Committee (CAC) for the upcoming 2023-2024 school year. Your involvement matters!

Family Life Committee

CCPS is establishing a joint Family Life Committee of educators who work in CCPS and community representatives who reside in Calvert County for the purpose of reviewing and commenting on, and where appropriate, recommending instructional materials. Members will serve a one-year term.

The Family Life Committee will meet the second Monday of each month, January through May at 6:00 p.m. At the initial meeting, the purpose, expectations, and full health curriculum will be reviewed. Following full group sessions, the committee will divide into an elementary and a secondary committee where specific family life curricula will be reviewed and discussed.

CCPS is asking for any community member or parent residing in Calvert County to consider serving on this committee. Eight community members and parents representing elementary and secondary schools will be randomly selected. An official notification will be sent to those who are selected by September 15, 2023.

Library Reconsideration Committees

CCPS is establishing Library Reconsideration Committees for Elementary, Middle, and High School. Members will serve a one-year term. CCPS is asking for any community member or parent residing in Calvert County to consider serving on these committees. Each committee will consist of administrators, teachers, librarians, students, community members and parents. These committees will meet based on need.

One (1) community member and two (2) parents will be randomly selected to serve on each committee. An official notification will be sent to those who are selected by September 15, 2023. If additional committees are needed, members will be selected at random from the original list.

Citizen Advisory Committee (CAC)

The Board of Education is seeking applicants for the Citizen Advisory Committee (CAC) for the 2023-2024 school year.

The CAC will be composed of a cross-section of the population of Calvert County. The Board will consider a variety of criteria when appointing members. These criteria will include, but will not be limited to, the high school district in which the prospective member resides, achieving geographic, demographic, ethnic, and racial diversity, the order in which applications were received, and the attendance record of individuals who previously served on the committee.

Members must be legal residents of Calvert County during the period of his/her term. The term of service for CAC members is one (1) year. No more than twenty-five (25) applicants will be selected.

New bivalent Covid boosters are now available

The Calvert County Health Department is now offering the updated booster shot for Covid. This version of the vaccine protects against the BA.4 and BA.5 variants that have been especially prevalent since late spring.

The CDC Vaccine Advisory Panel strongly recommends that all Americans 12 and older receive the updated booster if their last Covid shot was more than two months ago. Anyone who has had Covid recently should talk to their doctor about appropriate timing of the booster shot.

We are very sad to let you know that one of our members, Malcolm Funn, unexpectedly passed away yesterday afternoon.

Malcolm was a regular attendee at our monthly meetings, lately connecting via Zoom. In addition to our club, he was actively involved with the NAACP as well as many community organizations throughout the years. He had his finger on the pulse of Calvert County, and he worked hard in a variety of leadership roles to make Calvert a better place. We will miss him very much.

Below is the announcement put out by Michael Kent, President of the Calvert County NAACP. We will provide more information when it becomes available.

Keep Calvert Country releases report on Prince Frederick Master Plan

KCC's Report on the Impact of the Expansion of the Prince Frederick Town Center (PFTC)

Despite requests from citizens and standard professional planning practices, there is no indication that Planning & Zoning (P&Z) staff has conducted studies to determine the potential impact of the proposed 80% expansion of the Prince Frederick Town Center. Such studies would enable Calvert officials and residents to determine the program and budgetary impact of the proposed expansion. Without this information, county officials cannot make informed decisions on the costs of correcting future problems.

Because the County has refused requests for studies, several members of KCC conducted extensive studies of their own and developed a report which has just been published. Click the button to read the report.

2022 Session Wrap-Up

Dear Friends,

The 2022 legislative session recently came to a close and I can definitely say that this was the busiest session that I ever had. I was fortunate to serve as the lead sponsor for ten bills that successfully passed both chambers of the Maryland General Assembly and will become law later this year. I was also excited to secure a great deal of much-needed state funding for numerous projects throughout Southern Maryland. Details of many of these bills and projects are listed below and you can find a complete listing of all of the legislation that I worked on this year here.

SUCCESSFUL LEGISLATION

SB 51 - Maryland Pediatric Cancer Fund-Establishment

This legislation will provide grants for pediatric cancer research, prevention, and treatment to organizations.

SB 91 - Baltimore Regulation-Innkeepers-Maintenance of Guest Records and Employee Human Trafficking Awareness Training and Policy

This legislation help keep innkeepers and their guests safe, as well as raise awareness for Human Trafficking. It will establish a requirement for all innkeepers to keep a digital record system of guest transactions. As well as a requirement for innkeepers and their employees to be properly trained for identification and reporting of human trafficking.

SB 234 - Public Schools-Purple Star Schools Program—Establishment

This bill will establish the Purple Star Schools Program that was created to acknowledge public schools in Maryland that contribute outstanding services and support for military-connected students as well as their families. Purple Star schools will have a staff member as a liaison between the military and themselves, will provide web resources for military-connected students, provide transition programs for military-connected students, provide professional development for staff training related to military-connected students, and create military-connected initiatives to help involve the family or volunteer opportunities.

SB 378 - Tri-County Council for Southern Maryland – Funding for Southern Maryland Agricultural Development Commission

This bill requires the Governor to appropriate $900,000 to the Tri-County Council for Southern Maryland from the Cigarette Restitution Fund in the fiscal year 2024 and each fiscal year thereafter; and requires the funds appropriated under the Act to be used for the purpose of funding the activities of the Southern Maryland Agricultural Development Commission.

SB 817 - Employment of Previously Convicted Individuals—State Agencies and Youth Camps

This legislation provides state agencies and youth camps better access to important background check information for those applying to work at local youth camps.

SB 916 - Workgroup to Study the Fiscal and Operational Viability of Public-Private Partnerships for Charles County Public Schools

This bill establishes the Workgroup to Study the Fiscal and Operational Viability of Public-Private Partnerships (P3s) for Charles County Public Schools (CCPS). The aim of this workgroup will be to find ways to reduce the school construction and maintenance backlog in Charles County.

SUCCESSFUL CAPITAL FUNDING REQUESTS

The Bayside History Museum has been awarded capital funding of $70,000 for repair, site improvement, and a desperately needed HVAC system. This fund will aid the Bayside History Museum in keeping its building comfortable for visitors and provide climate control for current displays and collection closets.

Brandywine Elementary School received capital funding of $35,000 for the renovation and reconstruction of the playground. The current state of the playground equipment used by grades K-2 is not safe, with lots of rust and uneven grading. The children need an environment that is safe for outdoor play as this helps young children physically and emotionally grow stronger.

The Calvert Elks Lodge is set to receive $60,000 in capital funds to aid the site improvement of the lodge, including an HVAC system. Calvert Elks Lodge is a non-profit organization that invests in our communities through programs that help children grow up healthy and drug-free, meet the needs of today's veterans, and improve the quality of life for residents of our community This is necessary to ensure the health, safety, and comfort within the building. As Calvert Elks Lodge is a complete volunteer organization, these funds are essential.

The End Hunger Warehouse Food Distribution Program is mission-critical to feeding hungry families throughout Southern MD. The End Hunger Warehouse has received a capital fund of $128,000 for site improvements and the construction of a 21,915 square foot commercial-grade food storage and distribution center that will meet all state and county health department guidelines. The funds will help the EHCC support 73 feeding organizations with access to low-cost food, infrastructure, technical assistance, and shared resources.

Gwynn Park High School is receiving $60,000 of capital funds to provide a new school marquee sign, inclusive of an electronic video messaging display. The electronic marquee sign will provide an opportunity to increase awareness of school events such as graduations, sporting events, PTA meetings, concerts, plays, etc. More importantly in the case of a potential school lock-down and/or emergency, the electronic sign provides another tool to communicate updates and critical information.

Huntingtown High School is also receiving $60,000 of capital funds to provide for the construction of an Electronic Message Sign. The electronic sign will call attention to Huntingtown High School (HHS) from people passing by the school. It will provide an essential means of communication between the school and its community, parents, students, and teachers. As well as help with fundraising, awareness of events and news about HHS.

Southern Prince George's County Community Charities will be receiving $1,200,000 in capital funds for the creation of a viable community center for families, youth, adults, and seniors. The SPGCCC’s mission is to provide services that support the cultural, educational, health, and general welfare of the residents of Southern Prince George's County. This community center will aid that mission by providing a space in which a variety of community support activities can take place.

The Calverton School Building Renovations and Safety Project will be receiving $300,000 for the funding needed to repair and upgrade the HVAC system in one of its buildings and to replace two school building roofs on its 153-acre campus for safety reasons due to aging over time. The Calverton School is a non-profit, PreK-12 independent school located in Calvert County. The buildings and HVAC system were installed decades ago and need to be refurbished for the safety of the school.

BUDGET OVERVIEW

Additionally, here is an overview of some of the most important budget priorities that the Maryland General Assembly addressed this legislative session. As a member of the Senate Budget and Taxation Committee, funding these priorities is something of which I’m very proud.

Targeted Tax Relief to Fight Inflation

The Senate of Maryland, the Maryland House of Delegates, and Governor Hogan came together across party lines to enact nearly $2 billion in economic support for Maryland’s working families, retirees, and small businesses. At a time when Maryland has a historic surplus and a balanced budget, we invested in vulnerable populations who have spent a lifetime caring for others in a way that is fiscally sustainable and responsible. That tax relief package included:

$1.55 billion in relief For Retirees 65 and older making up to $100,000 in retirement income, and married couples making up to $150,000. As a result, 80% of Maryland’s retirees will receive substantial relief or pay no state income taxes at all (SB405/HB1468);

$195 million to fund the Work Opportunity Tax Credit to incentivize employers and businesses to hire and retain workers from underserved communities that have faced significant barriers to employment (SB598/HB2);

$115.6 million in ‘Family Budget Boosters’ including sales tax exemptions for child care products such as diapers, car seats, and baby bottles, and critical health products such as dental hygiene products, diabetic care products, and medical devices (SB316/HB282, HB288, SB571/HB492, SB488/HB364, and HB1151); and

$100 million to suspend Maryland’s gas tax for 30 days to provide short-term relief to Marylanders as prices at the gas pump increased quickly due to the events in Ukraine (SB1010/HB1486).

Producing a Balanced Budget for Fiscal Year 2023 that Invests in Maryland Values

The State surplus and fiscal outlook as we entered the 2022 Legislative Session was unprecedentedly positive. The surplus in State general funds, albeit mostly one-time funding, allowed the Maryland General Assembly to make transformative investments while saving for the future. We ultimately enacted a $61 billion budget that invests heavily in Maryland values, including:

$7.9B for Maryland public schools, an increase of an estimated 6.8% from last year, in addition to another $800 million as a down payment on the Blueprint for Maryland’s Future;

$14B in Medicaid funding to provide health care coverage to 1.5 million residents with $27M set aside for expanded dental coverage;

$210M to improve the cybersecurity of our State systems to prevent future outages;

$50M to address the workforce shortages in hospitals around Maryland;

$50M for grants to arts and tourism organizations disparately impacted by the pandemic;

$36M to support local economic development and revitalization efforts;

$25M to expand workforce development opportunities through apprenticeships

Isabel de Olvera, explorer, early 1600s

Isabel de Olvera was born in Querétaro, Mexico, in the late 1500s to an African father and an Indian mother. As a young, unmarried, free mixed-race woman in 1600, she sought permission and protection from the mayor of Querétaro to join an upcoming expedition to New Spain (or present-day New Mexico, Arizona and Florida). Although historians are not sure of her motives — some records suggest that she may have been hoping to assist recently settled families at her final destination — her deliberate preparations for the journey were documented.

de Olvera petitioned the mayor to provide her with written permission proving she was indeed a free woman. Because she was Black, she knew she could be claimed as property by men she encountered on her journey. Her appeal to the mayor ended with this simple but clear declaration: “I demand justice.”

After an eight-month legal process, which included sworn testimony from witnesses to prove her independence and her worthiness, de Olvera was eventually permitted to go on the expedition. The journey covered nearly 1400 miles, crossing multiple rivers, deserts and mountain ranges. While some records of the hardships exist, the exact details of where and when de Olvera went, as well as what happened next in her life, are left to speculation. “I wish we knew more, and we did a whole year of research on her,” says Dr. Berry. “We think about how many miles she might have traveled, and we recognize the bravery of what she did at that time”.

Why her story should be told:

Simply put, Isabel de Olvera’s existence as a free woman in the 1600s challenges the narrative that the Black experience in America began only when Africans were forcibly brought to this country and enslaved. Her journey is also among the earliest recorded instances of Black people fighting for liberty in North America, an act of resistance that is repeated throughout history.

“Freedom is always fraught, and Black women are always demanding justice to be treated like human beings,” says Dr. Berry. “And Isabel is one of the first women that we can identify who is doing just that.”

Barbara Jordan

Politician, lawyer, and professor Barbara Jordan was an outspoken advocate for social equity. As a young Texan lawyer, Jordan volunteered for the Democratic presidential candidate John F. Kennedy and his running mate, Texan Lyndon B. Johnson. Volunteering inspired Jordan to enter politics.

After two unsuccessful campaigns, Jordan won a seat in the Texas Senate in 1966. She became one of two African Americans elected to the U.S. House of Representatives in 1972. In 1976, she became the first African American woman to deliver a keynote address at the Democratic National Convention.

Jordan retired from politics and became a professor, teaching even after she was diagnosed with multiple sclerosis and began using a wheelchair. She lived with her companion Nancy Earl for over 20 years.

Harriet Elizabeth Brown

Harriet E. Brown successfully sued the Calvert County Board of Education for equal pay for African American teachers in 1937. Salaries were equalized across the state as a result.

The case was cited across the nation.

Thurgood Marshall was Miss Brown's attorney for this landmark case.

The University of Maryland Extension is holding a series of monthly well and septic education seminars on Zoom. Each seminar is from 12:00 to 12:40pm, allowing time for questions at the end. Andrew Lazur, Water Quality Specialist, is teaching the seminars. The next one, Drinking Water Treatment 101, is on Wednesday, October 20.

Having a well and septic system is something you don't learn about in school, and not everyone knows how these things work and how to maintain them. If you have moved to Calvert County from a place that has city water and sewer, you know what I mean.

Covid-19 boosters now available to many Calvert residents

The Calvert County Health Department has updated their Covid booster eligibility requirements. (These differ from the CDC recommendations in that Calvert's requirements make boosters eligible to more people.)

Per their web site:

"In order to receive a Covid booster through the Calvert Health Department, individuals shall meet the following criteria:

1) The initial vaccinations received were either Pfizer or Moderna.

*For those who received Johnson & Johnson (J&J), please see below.

2) At least 4 months have passed since receiving your second vaccine dose

3) All members of the general public age 16 or older are eligible for booster doses

The Calvert Health Department strongly recommends that anyone 50 or older with underlying health conditions should get a booster dose to reduce your risk of serious complications of Covid.

We also strongly recommend that anyone who works in a prioritized job classification should take advantage of the increased protection of a booster dose."

Help HEB Community Center get $6 million in funding

At our April 2021 meeting, we voted to have the CCDWC added to a list of supporters of the Harriet Elizabeth Brown Community Center and Park. This facility will bring needed recreational resources to our county and Prince Frederick in particular.

Now the HEB Task Force really needs your help--and all you need to do is send a few emails.

A MESSAGE FROM CONGRESSMAN STENY H. HOYER

The COVID-19 pandemic has upended the lives of all Maryland families. For more than a year, we’ve sacrificed a lot to get this virus under control. But hope is on the horizon. With the increased availability of COVID-19 vaccines, more Marylanders will be able to receive the vaccine in the coming months.

Last week, the state of Maryland announced a new vaccine eligibility timeline beginning tomorrow, March 23. Starting tomorrow, Maryland will enter Phase 2A of its three-phase vaccine eligibility plan. During Phase 2A, Marylanders 60 years of age and older will be able to register for a vaccine appointment. Click here to pre-register or call 1-855-MD-GOVAX.

Over the next several weeks, more Marylanders will be able to register and receive the vaccines. On March 30, the state will enter Phase 2B and individuals 16 years of age and older with an underlying medical condition will be eligible to receive the vaccine. On April 13, Maryland will enter Phase 2C, and individuals 55 years of age and older, as well as essential workers, will be eligible to receive the vaccine. Finally, on April 27, the state will enter Phase 3, and all Marylanders 16 years of age and older will be eligible to receive the vaccine.

Getting vaccinated remains the single most important tool we have to stop the spread of the coronavirus and ensure the health of ourselves, friends, family, and neighbors in the Fifth District. I encourage you to get the first vaccine you are eligible for. Each of the three vaccines are extremely effective and will help curb the spread of COVID-19 in our communities. While we continue to fight this virus, it remains critically important that all Marylanders follow the most recent guidelines from the CDC, and continue to wear a mask while also social distancing.

Important: Support the REPEAL of MD's spousal rape defense

In case you were unaware (as I was), current Maryland law has a spousal defense for sexual assault. Luckily, the Maryland Coalition Against Sexual Assault (MCASA) has been active in getting this section of the law repealed. SB250 will do just that. When you read the text of the bill: the part of Maryland law to be repealed is the text encased in [ ].

The bill has passed the Maryland House and is currently in the Senate Judicial Proceedings Committee, of which Senator Michael Jackson is a member. His is a pivotal vote on this bill. Thankfully, Sen. Jackson supports this bill without watering it down.

Please express thanks to Senator Jackson for his support of this important bill. Here is suggested text for an email, but feel free to express your thoughts in your own words:

Dear Sen. Jackson,

I am writing to thank you for your full support for SB 250, which repeals the spousal defense to charges of sexual assault. This is an important bill for all married women in Maryland. It confirms that Maryland law no longer views us as our husbands’ property, and it ensures that all men can be held accountable for sexual assault regardless of their relationship with the victim. We thank you for your support of the bill as written and for standing for the principle that “Love is no Defense to a Sexual Crime.”

The CCDCC (Central Committee) previously had a vacancy for one gender-balanced (male) slot. Before that slot could be filled, a female member resigned, which has changed the dynamics of voting. There are now two Central Committee slots to be filled.

Yesterday, Governor Larry Hogan announced his choice of Rachel Jones for Delegate to Maryland District 27B. Ms. Jones was the candidate recommended by the Calvert County Democratic Central Committee, but she will be working hard for residents of Prince George's County as well. She is filling the vacancy that opened up when our previous Delegate, Michael Jackson, was chosen to fill Mike Miller's vacated seat on the Maryland State Senate.

Ms. Jones previously worked as Southern Maryland Field Representative for U.S. Senator Ben Cardin. Here is his press release announcing her appointment.

Great news on the Maryland Women's Prerelease Center!

A message From CCDWC President Cindy Yoe:

Three days ago, the Senate voted to override the Governor’s Veto of the Gender-Responsive Prerelease Act. Yesterday, the House of Delegates did the same. Maryland will now be required to provide equitable prerelease facilities and services to its returning women.

Thank you so much for allowing our group to offer testimony and support for this law and for keeping up the pressure on your lawmakers to override Hogan's veto. From what I understand, just prior to the Senate vote, the Senate President had a meeting with the Chiefs of Staffs and asked what they were hearing about from constituents. Many of them indicated that they were hearing a lot on the veto override. Proof positive that all our work paid off. Thank you so much.

We are at the end of the road on this work. But there is more work to do. Stay tuned.

UPDATE: 3 Things you can do to support a new Harriet E. Brown Community Center

This post is adapted from an email from Margaret Dunkle, Chair of the Harriet Elizabeth Brown Commemoration Task Force. (It's edited for clarity in adapting to a news post.)

Per Ms. Dunkle, citizen support is needed to build a permanent Harriet Elizabeth Brown Community Center and Park in Prince Frederick, just across the road from Calvert High School, to replace the current inadequate interim HEB Community Center in the old SMECO Building.

Both adults and children are asked to weigh in on the survey portion of this.

Here is a short description of the need for this new Community Center and Park and what it will mean for our County (PDF document).

Per Ms. Dunkle,

"Building a permanent HEB CC&P will mark completion of all recommendations of the legislatively created Harriet Elizabeth Brown Commemoration Task Force. In 1937, represented by then-29-year-old NAACP attorney Thurgood Marshall, Ms. Brown successfully challenged unequal pay for African-American teachers in Calvert County.*

Please help by doing three things:

First, complete the County Survey to add your two cents about what’s important for this new Community Center and Park – from meeting rooms and outdoor facilities to including a small museum to honor Ms. Brown. Just go to this website before April 30 and complete the Adult or Youth survey: https://www.calvertcountymd.gov/2828/HEB-Community-Center-Survey.

Volunteers needed for CCDWC Audit Committee

The CCDWC financial books need to be audited for the years 2019-2020 (the previous 2 year administration). The club is seeking member volunteers to serve on the Audit Committee and carry out this task. Financial or bookkeeping experience is helpful but not an absolute necessity (as our books are not complicated).

The task would involve matching transactions on the Treasurer's Reports with bank statements, cancelled checks, invoices, and the like. Ideally we would like to have 2 to 3 people work on this task.

Call your legislators to override veto re: Women's Pre-release Center

Dear Friends of Women’s Prerelease,

I am writing to provide and update on the scheduling for the floor votes on the Gender-Responsive Prerelease Act override. The Senate floor vote is currently scheduled for February 8, and the House vote is scheduled for February 9. The floor votes were delayed because of Mike Miller’s memorial service last week. The good news is that gives us more time to pressure our lawmakers. Please continue to have your members call or email legislative delegations and urge them to override the Governor’s veto of HB801/SB684, the Gender-Responsive Prerelease Act. Please call or email Democrats and Republicans alike. If the overrides are passed on a bipartisan basis, that would be ideal.

Please continue to voice your view that the lack of a prerelease center is sex discrimination that must be remedied regardless of cost. This unequal treatment of incarcerated women cannot continue, and failure to override the veto would leave the affected women little recourse but to bring a lawsuit against the state. Stress that you would rather see the state spend the money to provide the prerelease center for women than to defend an indefensible lawsuit. For those of you who read Maryland Matters, Deb Gardner, the Legal Director for the Public Justice Center, has written a Guest Commentary on the override that should be published soon. The Guest Commentary lays out the constitutional issues, and you may want to link to it in your emails to your legislators.

Thank you all again so much for your support of this legislation last session and your support of the veto override. I have spoken to many lawmakers about this override, and all have noted the broad support behind this bill. They are talking about you, and I am so grateful for your great advocacy. It’s working.

Memorial Escort Route Thursday 1/21 for Senator Mike Miller

Calvert citizens who would like to honor the life and work of Senator Thomas V. Mike Miller may do so by standing along his procession route. On Thursday, January 21, state troopers will escort his body from the Lee Funeral Home in Clinton to the State House in Annapolis, passing by important places in his life. This escort will take place according to the schedule shown below.

The procession will be going through Dunkirk, by his law office around 4:35pm and the Dunkirk Fire Department around 4:40pm. If you would like to meet with a group, CCDCC Chair Jeanette Flaim will be stationed at the traffic light in Chesapeake Beach around 4:20pm; Senator Miller's procession will go by between 4:40 and 5:00pm. Jeanette has some American flags; please bring an American or Maryland flag if you have one. Also, as always, wear a mask and practice social distancing.

Please share this with all interested parties. Many people will be interested in showing their appreciation of Senator Miller's dedication to public service and what a great friend he was to all of us.

Important Info on Mail-in Voting

From a friend of CCDWC who took the Election Judge course:

"I served today at the Calvert Board of Elections (BoE) as a canvassing judge and learned several bits of information that I think that you should know:

· Submit mail-in ballots as soon as possible! Ms. Gail Hatfield, the Calvert Elections Administrator reported this morning that the BoE has mailed out some 19,000 ballots, but, to date, has received and canvassed only 4,700 or so. While most of us sit back and think that there are some 21 days left before the election, so we have plenty of time to get in our ballots. Ms. Hatfield reported that, historically, most mail-in ballots do not arrive until the last day or two before an election. If that practice continues this year, the BoE will not be able to canvass the mail-in ballots that arrive during Early Voting because the in-person voting will take place in the same location in which ballots are now being counted. So we actually have only 11 or 12 days for the BoE to count our ballots before the election (late-arriving ballots, of course, will still be counted after the election, but that could take a lot longer).

While I was very impressed by the professionalism and thoroughness of BoE officials today in processing the 1,500 ballots we canvassed today, I also observed how long it took to count today’s batch. It took six of us roughly three hours to canvass 1,500 ballots. We had no major glitches and worked relatively quickly, but it still averaged only 83 votes per person per hour. If voters do not soon start to return their ballots either by mail or drop box, the Calvert BoE could face significant delay in certifying the Calvert ballot count. The bottom line for avoiding/minimizing this problem is for us to GET YOUR VOTES IN AS SOON AS POSSIBLE!

· Write or print your name clearly in the outside of your envelope. Now that I’ve seen how the BoE checks for signatures on ballots, I realize that they are not being overly solicitous about spellings and punctuation. They are just checking to insure that you are registered as a voter in Calvert County. They can’t do that if your signature is just a squiggly line and your printed name has no more clarity than a sea gull dropping on our docks. Make sure that your name is clear on the envelope and your vote will be counted.

· Follow the guidelines for marking your ballot. Several voters marked their ballot choices with x’s or check marks. If the BoE has the time, they seem to try to credit the voters’ wishes, but, if they have to process thousands of ballots in a short time, they may not have that luxury. Please fill in the bullets for your choices in black ink.

· Changing a marked ballot. Should you find that you either accidentally marked your ballot incorrectly or want to change your vote, you may do so by putting an x through the wrong choice and marking the correct choice with a properly filled in bullet. Annotate the bullet you crossed out with a short note along the lines of “Changed vote” and initial that note. Obviously, that should not be a common practice, but, given the stakes in this election, we want to make sure that every vote counts.

AG Frosh to Join Lawsuit over Trump Administration Undermining USPS

Attorney General Frosh, Coalition of Attorneys General to File lawsuit over Trump Administration’s Attempts to Undermine Postal Service

Severe Operational Cuts Could Hobble Postal Service Just Months Before National Election

BALTIMORE, MD (August 18, 2020)– Maryland Attorney General Brian E. Frosh announced today that Maryland is joining a multistate coalition in filing a federal lawsuit challenging drastic operational changes at the U.S. Postal Service that threaten critical mail delivery and could undermine the national election in November.

The Postal Service cuts, including eliminating staff overtime, altering operations at state distribution centers, and removing critical mail sorting equipment, threaten the timely delivery of mail to individuals who rely on the Postal Service for everything from medical prescriptions to ballots.

“Trump attacks on the postal service are designed to disrupt the election. They strike at the core of our democracy,” said Attorney General Frosh. “That is bad enough, but Trump and DeJoy are also hurting innocent bystanders: Americans who are waiting for their medicine or their social security checks. This conduct is harmful, illegal and unconstitutional. We are filing suit to stop it.”

The states’ lawsuit will assert that the Postal Service implemented these drastic changes to mail service nationwide unlawfully, and seeks to stop the agency’s service reductions. The changes at the Postal Service come as President Donald Trump has continued to baselessly claim that widespread vote-by-mail will lead to a fraudulent election.

IMPORTANT ELECTION UPDATE from League of Women Voters

The following news item is shared by Janet Bellizzi of the League of Women Voters of Calvert County:

We have been informed by the Calvert County Board of Elections of the following changes to the 2020 General Election:

Early Voting is now October 26^th through November 2^nd, including the weekend. The hours are updated to 7am to 8pm (previously it was 8am to 8pm). Calvert will still have the one Early Voting site.

On Election Day, there will be five vote centers in Calvert, equal to the number of high schools plus our early voting center will be open on Election Day. We are in the process of determining the best sites for the vote centers.

The mail-in ballot applications will be mailed out the week of August 24^th – August 28^th and should arrive in voter mailboxes the following week. It does include a pre-paid postage envelope to return to us.

We are looking into adding two more drop boxes for the County, one in the northern end and one for the south end.

A copy of the press release is attached. Please share with family, friends, on social media or any other way you can reach the largest population of people.

What, you ask, is a precinct captain, and what do they do?

A precinct captain is an organizer and goodwill ambassador for Democrats in their voter precinct. They act as a bridge between the voters, the candidates, and the party to make the things that need to happen, happen.

Things like voter registrations. Reminding people to vote. Canvassing for candidates. Helping people get to the polls. Things like that.

(And during this challenging time, a lot can be accomplished via phone, email, and internet.)

Here is a list of the responsibilities.

Please remember that your goal as a precinct captain is to build a coalition of volunteers who will help you perform these duties.

(You are not expected to do everything yourself.)

Taney Portrait to be Removed from Calvert Courthouse

Thanks to the work of Michael Kent, President of the NAACP Calvert County Branch, a portrait of Roger B. Taney will be removed from the Calvert County Courthouse. Roger B. Taney was the fifth Chief Justice of the U.S. Supreme Court and author of the infamous Dred Scott decision, a horrible stain on our nation's history.

In his research for his book Mulatto,The Black History of Calvert County, Mr. Kent found that the Taney family of Calvert were "not only slave owners, but also slave breeders"--and that isn't all.

We would like you to show a history of volunteerism and your ability and enthusiasm to serve your community. We are seeking a leader ready to work for and represent all Democrats here in Calvert County. This is an unpaid position. The successful applicant will serve out the remainder of the current term, which ends in June 2022.

Financial Literacy Programs for Adults & Teens

Priscilla Graves, the new Family and Consumer Science extension agent for Calvert, is available to do financial literacy programs with both adults and teens.

Unfortunately, Ms. Graves came onto the job just as everything closed down, so she didn't get to do a "meet and greet" with all of the county stakeholders.

If you know anyone who works with underserved populations, please let them know that Ms. Graves would love to work with them.

Statement on Hogan's Decision to Hold November Election In-Person

For Immediate Release 7/8/20

Annapolis, MD-- On Wednesday Governor Larry Hogan directed the State Board of Elections to hold in-person elections on November 3, 2020.

The Maryland Democratic Party and a growing consensus of elected officials, public health experts, and election experts agree that the upcoming Presidential General Election should be conducted by vote-by-mail with as many early voting and in-person voting locations as safety will allow.

"We are living in a world where our entire way of life and economy can be wiped out in a matter of days. Why on earth would Gov. Hogan recommend that our public buildings be open and staffed for the general election, when we have no idea what our public health situation will be by the Fall?" Said Maryland Democratic Party Chair Yvette Lewis. "If the Governor insists on an in-person precinct-level election, then he must be held fully responsible for any and all poll-worker shortages; lack of PPE; or long lines associated with his decision. We must follow the advice of the scientists and public health experts."

Our club is now working with the Boys and Girls Clubs of Southern Maryland (located in North Beach) to provide food to local families. Please check our club's events list for the next scheduled food drive. The Boys and Girls Club's address is 9021 Dayton Ave, North Beach MD 20714.

Information About Unemployment Insurance for Marylanders

A MESSAGE FROM CONGRESSMAN STENY H. HOYER

I know that many Marylanders are experiencing severe financial hardship during the coronavirus pandemic. My thoughts continue to be with you and families around the state during this challenging time.

The Maryland Department of Labor's Division of Unemployment Insurance recently launched a comprehensive website to allow Marylanders to virtually file for unemployment benefits 24/7. Click here to visit the website and file your claim. Due to the high volume of individuals using the system, the Division of Unemployment Insurance has instituted a virtual waiting queue.

When you enter the system you will receive an estimated wait time and can sign-up to receive an email when it is your turn to access the portal. To alleviate some of the congestion, only individuals who are filing weekly claim certifications will be able to file on Sundays and Mondays. Individuals can file new claims Tuesdays through Saturdays.

I know that many have been frustrated by the long wait times to make a claim, and I share their concerns. I have been in contact with the Department of Labor about this issue, and employees are working quickly to get through the claims in a timely manner. Due to this public health crisis, all deadlines have been removed for claimants to provide additional information or deliver supporting documentation. No matter when you file, Marylanders become eligible for benefits starting the day after they separated from employment. Boys & Girls Club Food Drive- New Drop Off May 2

Joy Hill, who is coordinating this effort, will be accepting donations at the Boys and Girls Club in North Beach from 11 am to noon on Saturday, May 2. Local families will be picking up food from noon to 2pm. This may be done weekly; please check their Facebook Page for updated information.

"Beginning Monday, April 20, interested Maryland Anne Arundel County residents can apply to the Eviction Prevention Program and access the free confidential financial and foreclosure prevention counseling services by the nonprofit housing agency Arundel Community Development Services, at 410-222-7600 (then dial zero).

Working remotely, case managers will assist homeowners and renters in contacting landlords and mortgage companies to develop a plan to prevent eviction or foreclosure once the stay on evictions is lifted.

Participants will need to provide documentation that shows their income was disrupted in the wake of the coronavirus, a letter from their landlord or mortgage company that they are behind on payments, plus household income documentation."

June 2nd Primary to be Mostly Mail-in Ballots

"The June 2^nd primary will be conducted largely by mail. We will send each eligible, active voter a ballot. They do not need to apply for a ballot unless they want it sent to a different address than what is on file or if they want it electronically.

We are encouraging voters to check their voter registration record online to ensure that their address is correct.

The mail-in ballot return envelope will have pre-paid postage. We will also have a drop box available outside of our office in the parking lot. I expect to have it by May 21^st but do not have a definitive date.

Additionally we will have limited in-person voting on Election Day itself. This is for voters who need additional assistance or did not receive a ballot as well as for same day registration.

There will be one vote center for Calvert County. It will be in the same building as our office, which is normally our early voting site (30 Duke St, Prince Frederick)."

Important COVID-19 Update from Calvert Health Department

Dear members and friends,

The Calvert County Health Department is asking us to limit our shopping trips to once every 5 days on an alphabetical schedule to help stop the spread of COVID-19. You can read the post here. This is voluntary but suggested to cut down on crowding and waiting in line due to social distancing measures in the stores.

Also, there is an app called Prepare Me Calvert which you can use to receive alerts on this and other topics. It can be downloaded from the Google Play Store or Apple App Store.

Great News! The Women's Prelease Bill has Passed

The bill to create a women's prerelease center in Maryland has passed with a veto-proof margin. Please call and thank your state representatives and senators for passing this important bill.

The following is a message from Beth Tomasello:

"Dear Allies of Women’s Prerelease,

I am writing with the great news that SB684, the final version of the women’s prerelease bill to pass the Senate, just passed the House of Delegates 104-27, and Maryland is now required by law to operate a standalone prerelease unit for incarcerated women in Maryland. The women’s prerelease unit will be operated in Baltimore, not in a prison converted to a co-ed facility in Jessup. If my math is correct, the bill passed with veto-proof majorities in both the House and the Senate. This is a huge victory for the formerly incarcerated women who saw an injustice and have worked so hard for many years to correct it. More importantly, it is also a huge victory for the invisible, voiceless women incarcerated in MCI-W who desperately need comprehensive, community-based prerelease services.

You, too, are a part of this victory, and I am so grateful that you were willing to put the power of your voices behind the women who needed it. When the legislative aides describe the volume of submitted testimony as “tons,” and when committee members state in hearings that they have never seen so much testimony submitted on a bill, you know that the work you put into getting this bill passed had a big impact. Every piece of testimony, every phone call, and every email mattered. Thank you all so much.

There is one final task for all of us. Please email your Senators and Delegates to thank them for supporting SB684. In the year of Kirwan and Covid-19, they had ready-made excuses which would have allowed them to put this bill off to some future time. But, they did not, and for that, they deserve our thanks.

Thank you again so much for your support of women’s prerelease. At least in Maryland, democracy still works and a just cause can still win. Perhaps we will come together again to advocate for other legislation to improve the administration of justice (or the lack thereof) for Maryland’s women. Until then, I hope you all stay well and your communities stay healthy and strong.

The Calvert County Democratic Central Committee (CCDCC) Meeting originally scheduled for Thursday, March 19, 2020 has been cancelled.
The Democratic Club meeting scheduled for Tuesday, March 24, is cancelled. Please note that the meeting place, Adam's, will be closed for dining in.
The Democratic Women's Club (CCDWC) Meeting originally scheduled for Tuesday, April 7, has been cancelled. Dream Weaver will be closed for dining in.
The Christmas In April leadership has communicated to house captains that they are closely monitoring conditions. The work day of Saturday, April 25 remains for now.

Women's Club Celebrates Christmas in April

Christmas in April is an organization that matches volunteers with homeowners in need of home repairs. Under the tutelage of our House Captain John Yoe, CCDWC volunteers helped make repairs to a house for the Jones family of Huntingtown.

Club members (with the help of professionals) undertook such tasks as cleaning gutters, repairing a downspout, replacing baseboard heaters, repairing a loose toilet, fixing a bathtub drain, installing storm doors, painting the foundation, mulching, and trimming bushes.

Steny Hoyer stopped by to check on our progress. The Calvert Recorder covered his visit.

It was a VERY windy day, but the club got a lot accomplished, and volunteers learned a lot in the process. It was a fun and rewarding day.

Calvert Democrats have teamed up to collect food donations for End Hunger Calvert County. The Democratic Club and Democratic Women's Club have started a friendly rivalry to see who can donate more, so be sure to bring your donations to the next meetings.

Along with these items, the End Hunger Warehouse also needs:

Baking supplies: sugar, flour, salt, baking soda/powder
Cooking supplies: salt, pepper, spices, oils
Hygiene items: toothpaste, tooth brushes, soap, shampoo, feminine hygiene products
Shaving supplies: razors, shave cream/gels
Paper supplies: toilet paper, paper towels, napkins

Please help us to End Hunger in Calvert County by bringing these items to Adam's Taphouse on the evenings of the first Tuesday of each month for the Democratic Women's Club Meetings, or the fourth Tuesday each month for the Democratic Club Meetings.

Or, you can drop your donations off at our office: 250 Merrimac Court, Prince Frederick. The office is staffed Monday, Wednesday & Friday, 12:30 to 3:00 pm.
